This guide outlines how financial systems at HOPE function in alignment with Colorado’s School Finance Act, and clarifies responsibilities between HOPE Staff and Learning Site partners.
Understanding HOPE’s Funding Model
- Public School Finance Act: HOPE is a public charter school funded by per-pupil revenue under Colorado’s School Finance Act. Funding is determined by student enrollment and attendance.
- Learning Sites vs. HOPE Staff:
- Learning Sites are independent partner organizations that provide local support for student learning. They manage their own facilities, follow HOPE contract provisions, comply with regulations, and collaborate with HOPE on student progress, professional development, and recruitment.
- HOPE Staff are official charter school employees responsible for oversight, compliance, instruction, interventions, student services, and enrichment programming.
- Revenue is allocated between the central HOPE organization and approved Learning Sites based on student count and negotiated partnership terms.

Mileage Reimbursement Form - Employees required to commute as part of their role may be eligible for mileage reimbursement if their round-trip commute exceeds 40 miles per day. HOPE Central Office staff should enter standard commute adjustments as outlined. All mileage entries must include travel dates, locations, and business purpose. Final mileage should be submitted through Paylocity.
DCSD Mandatory Training - All staff are required to complete the mandatory training within the first month of hire and annually thereafter. Upon completion, please send your certificate of completion to hr@hopeonline.org.
